Summary

Amends the

Air Navigation Act 1920
to: transfer the regulatory framework for international airline licences (IALs) to the Air Navigation Regulations; enable the Secretary of the Department of Infrastructure, Transport and Regional Development and Local Government to grant, vary, suspend and cancel IALs; require decisions about certain IAL applications to be subject to merits review by the Administrative Appeals Tribunal; and makes consequential amendments to the
Adelaide Airport Curfew Act 2000
,
Aircraft Noise Levy Collection Act 1995
and
Civil Aviation Act 1988
. Also amends the
Civil Aviation Act 1988
and
Civil Aviation (Carriers' Liability) Act 1959
to enable the Civil Aviation Safety Authority to enforce a system of mandatory insurance for airline carriers; and makes amendments consequential on the
Civil Aviation Legislation Amendment (1999 Montreal Convention and Other Measures) Act 2008
